Japan's Chief Cabinet Secretary Kihara says JPY 1.1tln of reserve funds is to support fuel price measures

Japan's Chief Cabinet Secretary Kihara says JPY 1.1tln of reserve funds is to support fuel price measures. Fuel price support funded out of contingency or reserve funds is a familiar Japanese mechanism: it sits outside the main budget, requires no fresh legislation or bond issuance, and has been the standard first-line response in past episodes when imported energy costs squeezed households and small firms. Because reserve funds are pre-appropriated, the announcement carries no JGB supply implication and is therefore a fiscal story without a rates transmission channel. The operative question is the design of the measure, since Japan has alternated between wholesale subsidies to refiners, which cap retail prices at the pump and compress distributor margins, and direct rebates, which preserve the price signal; the former has tended to be the default and blunts pass-through from crude and a softer yen into headline CPI. That second effect is the tell worth noting: administered energy relief mechanically lowers measured inflation, and on previous occasions such interventions have complicated the read on underlying price momentum for the central bank's tightening deliberations. Follow-ons are the duration and trigger conditions of the scheme, whether it rolls over as prior iterations have, and any supplementary budget if reserve funds prove insufficient. For crude and products, subsidised demand at the margin supports consumption that uncontrolled prices would otherwise ration, a pattern seen in comparable subsidy regimes across the region. 29 Oct, 10:07 Japanese PM Takaichi says they will be commencing electricity and gas support measures from December, until February 28 Oct, 04:25 Philippines President Marcos says our policy is to continue to defend the Philippine Peso as hard as we possibly can, adds we have all the means to defend the currency 27 Oct, 08:56 Japanese government expert panel discussed revision to three security-related documents, Kyodo reports citing sources; adding, "tax increases should not be ruled out as an option if necessary" 27 Oct, 02:16 Japan GPIF official says investing outside the TOPIX is important 26 Oct, 23:17 South Korea is reportedly considering an education tax on crypto exchanges Japan's Top Automobile Industry Union Group Chief says "we look beyond inflation-linked pay hikes for 2027 labour talks" 3 days ago China's fifth plenum gets underway, as scheduled, which is a closed-door convention involving officials from the Communist Party's Central Committee, while President Xi delivers the Work Report at the plenum, according to CCTV 3 days ago Japan is considering classifying energy and AI spending as defence expenditure amid pressure from the Trump administration to increase military budgets, according to Nikkei 6 days ago China is to accelerate the development of new roles within the AI space, Xinhua reports 6 days ago Japanese Prime Minister Takaichi told reporters that she would instruct the Minister of Economy, Trade and Industry to consider subsidies for gasoline and other fuel, JiJi reports 6 days ago China's Politburo held a meeting today and says it is to maintain high-pressure posture against corruption and will continue to deepen reform efforts and conscientiously implement reform tasks, according to Xinhua 6 days ago Japan's Finance Minister Katayama says believe Japanese financial institutions handled PHP issue relatively smoothly and expect them to continue to take necessary action 7 days ago China's National People Congress to meet on November 2-6th in Beijing 7 days ago Japan is reportedly considering a broad definition of security spending to inflate defense outlays, according to reports 7 days ago Japan's Rengo union reportedly seeks 6% wage increase for 2027; maintains a minimum wage hike benchmark of 5% or more in 2027 policy 7 days ago Japanese Finance Minister Katayama says they are to accelerate virtuous cycle of investment, wage gain.
