Small-Caps Just Had Their Best First Half Since 1991. The Rally Isn’t Over. While the Russell 2000 dipped for the week, it just finished the best first half of a year since 1991, gaining 22% to the S&P 500’s 10%. “Portfolio managers [are] looking for other opportunities outside of owning AI,” says Jason Ware, chief investment officer of Albion Financial Group.
